NAY PYI TAW – A member of a village administration team in Oattara Thiri Township said that a local order has been issued in the townships of Nay Pyi Taw, where the junta council is headquartered, that states that both the host and the guest can be imprisoned up to six months if they fail to register guest list.
The order was reportedly issued on February 26 with announcements made in wards and villages via loudspeakers and it is also said that there have been instructions to carry out strict checks on guest lists.
“In every ward and village, they are going around announcing on loudspeakers, to register guest list if there are guests and that both the host and the guest can be jailed from one to six months if they don’t,” said a resident of a village in Povva Thiri Township.
He continued that junta soldiers, police, administration team and Pyu Saw Htee members that received short-term military trainings have been checking guest lists almost everyday and people who didn’t register guest lists were charged at court while those that overstayed their registration were asked to pay from 20,000 to 100,000 Kyats.
The process for registering guest list is also said to have become more complicated with those staying at leased homes requiring to submit lease contracts, having to fill in date of birth and other details, having to photograph everyone on the guest register and pasting the photo on the front cover of the register booklet.
Those who are only visiting for a few days on the other hand have to personally visit the ward administration office, according to a person who went through the process.
Regarding the daily inspection of guest lists, Nay Pyi Taw council chairman Than Tun Oo said, “for the safety and peaceful daily lives, safety force members and related administration officers have been inspecting guest lists,” at the February 29 knowledge sharing session on the conscription law in Lelway Township.
Just 13 days after staging the military coup on February 1, 2021, the junta council enacted an amendment to the ward and village tract administration law and brought back to live the guest list registration system that was abolished by the NLD government.
