SHAN STATE – The military council re-arrested four officers, including a major, from the 99th Division who were kidnapping and demanding ransom money from local rich people in Muse in northern Shan State.
Major Han Zin Soe, Captain Kyaw Thu Aung, Captain Chan Myae Lin, and Captain Myo Nyi Nyi Tun of the 99th Division, who were on duty in Muse, were arrested in the house number (127) of Kaung Hmue Lwe Ward on June 18.
A resident said, “I watched the scene of arrest that day on CCTV, and the car entered the house. When the police and the militia entered the house, they found the officers. The whole city knows about this incident, so they are in trouble.” said a resident.
The car, money and some weapons were found out from the junta council’s officers.
It is reported that there were about 20 kidnappings during the period of three (3) years in Muse City, where there was no rule of law during the junta council. Last April 9th, a doctor who opened a clinic in the center of Muse was arrested and kidnapped by a group of armed men who demanded thousands of lakhs of kyats to ransom him.
Residents said that behind the kidnapping perpetrators were military councils and militias involved in the Zhàpiàn(Online Scammer) business.
“105 miles is occupied by the AA. There is no border trade either. Because of lack of income, the war dogs are looting,” said a resident.
Last March 26th, the Chinese police arrested 11 militiamen who were the main perpetrators of the Zhàpiàn(Online Scammer) business in Muse and Major Shwe Maung in Shwe Li, the officer of the Infantry Battalion (129) based in Muse.
Major Shwe Maung was released on March 26th with the intervention of the commander of the 99th Division. As a compromise, China requested the arrest and handover of the perpetrators of the Zhàpiàn in Muse, and the military council raided online gambling businesses in Muse from March 28th to March 31st in cooperation with China.
There is evidence that junta council officers were involved in kidnappings and robberies that occurred in areas where there was no rule of law during the junta council. In Tachileik city in eastern Shan State, a group of robbers led by the deputy head of the township election commission, Aye Ko Ko Oo, was caught on February 29th, following information from residents.
In addition, some robberies of gold shops in Mandalay were committed by members of the Junta Council, residents said.
