He was sentenced to a long prison term by the junta council’s generals who held a grudge against him for refusing to buy Ever brand electricity meters produced by the military-owned Myanmar Economic Holding Company and he was released from prison by the junta council only when his health seriously deteriorated.
In the evening of October 28th, NLD Electric Power and Energy Minister Win Khaing was admitted to the Mandalay General Hospital where he received treatment. Military authorities came to the ICU room and gave amnesty to him from his 28-year prison sentence. He died 11 days later. While reading the amnesty order, Mr. Win Khaing was unconscious and in a daze.
In the beginning of October, the amnesty order was also read to Dr. Zaw Myint Maung, only when he was in a serious condition in the ICU of Mandalay General Hospital. Dr. Zaw Myint Maung passed away on October 7th, after the amnesty order read to him.
After the coup on February 1st, 2021, the junta council sentenced Minister Win Khaing to 28 years in prison under Section 55 of the anti-corruption law, claiming that the national budget lost 6 billion kyats.
Minister Win Khaing refused to accept the Ever brand household and business use electric meters produced by Myanmar Economic Holding, a subordinate of the junta council’s army throughout the period of NLD government, 2016-2020, due to the products not meeting quality standards and the high price.
