KACHIN STATE – Residents reported that on Friday (October 20), the Immigration Officers and the administrative members under the military council collected biometric data of each individual in Mohnyin Township.
A male resident stated, “We were called to the ward administration office to send a copy of National Registration card and have our eyes (retina) scaned and fingerprints collected. Data is already collected in some neighboring Wards and is currently being collected at Aung Thapyae Ward.”
The person who had their biometric data collected stated that personal information, blood type, phone number, and current address were collected and a QR code with 10 unique ID numbers was issued by the military council staff.
In December 2016, during the NLD (National League for Democracy Party) government term, a data entry pilot project was done in some provinces to change the National Identification Card registration to (the smart card) E-ID Biographic Registration System.
